To investigate formation processes of molecular clouds, it is crucial to know the large-scale spatial distribution and kinematics of molecular cloud forming regions in the Galaxy. Here we present a coarsely sampled longitude-velocity map of the southern Galaxy in the 492 GHz fine-structure transition of neutral atomic carbon taken with the Portable 18 cm Submillimeter-wave Telescope (POST18). The map clearly delineates concentrations of gas with high C/CO ratio in the "upper stream" rms of the Galactic rotation. These could be gas condensations just accumulated in the potential well of spiral arms, and be in the early stages of molecular cloud formation.
