The fully automated meridian instrument enables to determine the whole graduation error of the circle within a few days. Frequent measurements of the error show its annual change. That is, the graduation is changing. The amplitude of the annual change in the "circle error" amounts to about 0arcsec.04, while the corresponding change in the "diameter error" is about 0arcsec.3. The annual change causes, in compiling a modern absolute catalog of positions, a systematic declination error depending on right ascensions. A method to cope with the annual change in routine observations is proposed.
