The cause of the observed phase shifts between stellar and gaseous arms in spiral galaxies is investigated by using the method of stellar dynamics. It is shown that the problems of interpreting the phase shifts and of maintaining the spiral density wave can be resolved simultaneously if nonmechanical energy transfer is considered. An analysis is performed which indicates that nonneutral wave modes produced by the star-formation process tend to give a good quantitative and qualitative account of the properties of the phase shifts observed between stellar and gaseous spiral arms. In the context of a nonneutral-wave model the large-scale characteristics of galactic structure, such as the pattern and maintenance of density waves, star formation, the investigated phase shifts, and the ratio of gas to stars, are all interrelated.
