We consider the tidal and evaporative disruption of an initial spectrum of galactic substructure which is here assumed to span a wide range of masses and sizes. The survival of subclusters having masses comparable with those of known globular clusters is best explained if the initial distribution was one of roughly constant surface brightness. Some recent observations on the relationship between the properties of globular clusters and their parent galaxies have a natural explanation within this context.
