Convection driven by the turbulence of a thin accretion disk could play an important role in the disk structure and stability. A new high-surface-density state of the inner X-ray disk that is secularly stable is discovered when a certain parameter beta characterizing convective transport exceeds the viscosity parameter alpha. A bursting mechanism based on this new state is proposed for X-ray bursters such as 3U 1820-30.
