In a study of the two absorption systems in AO 0235+164, the redshift system at z = 0.852 is confirmed and accurate equivalent widths are given for lines in the system at z = 0.524. A study of the optical and 21 cm absorption spectra of the lower redshift gas shows that both types of absorption do not arise in the same line-producing region. While the 21 cm features are formed in a few clouds with a velocity width of about 6 km/s, the optical lines are produced in a 'turbulent' region with a velocity width of about 100 km/s. Three observational tests are suggested for detecting the proposed 'turbulent' region. It is found that present evidence is insufficient to locate the absorbing clouds in AO 0235+164.
