The shape of the spectrum of the gamma-ray background in the range from 1 to 100 MeV strongly suggests an origin for the gamma-rays that involves neutral-pion decay. The possibility is considered that the neutral pions resulted from interactions at high redshifts between high-energy particles (cosmological cosmic rays, CCR) and the gaseous component of the ambient medium in the framework of big-bang cosmology. It is assumed that the gamma rays were produced essentially via high-energy interactions of CCR protons or alpha particles with the ambient gas and also that low-energy interactions took place which gave rise to the light elements D, He-3, Li-6, Li-7, and Be-7. Previous results on Li-7 and Li-6 production are summarized which show that the CCR hypothesis may account for both the gamma-ray background spectrum and the Li-7 abundance, but yields an overabundance of Li-6. Quantitative estimates are made which indicate that the CCR-produced D abundance can be as much as 20 percent of the observed value and that the CCR-produced He-3 abundance should be about the same percentage. It is noted that overproduction of Li-6 can be avoided without affecting the results for the gamma-ray background spectrum by reducing the CCR flux.
