A hypothesis on the birth of galactic cosmic rays in cosmic plasma cylindrical pinches due to the development of neck-type perturbations from which plasma jets are squeezed out is discussed. It is shown that at the moment of neck breaking in such a jet a function of accelerated particle energy-E distribution is formed. The function is of a power type dN/dE-E/s with the index s = 1 + square root of 3 and it actually coincides with the observed value s0 = 2.7, which makes this hypothesis rather likely, taking into account the evidence for electrical currents in cosmic plasma.
