Enormous stresses in an evolving neutron star can arise from gravitational, magnetic and hydrodynamic forces. Violent cracking of the crust could result, affecting the star's spin evolution and generating high-energy emission. We study starquakes occurring as a star spins down and the rigid crust becomes less oblate. We examine the development of strain in the crust, the initiation of starquakes, and possible consequences for magnetic field and spin evolution. We suggest that the sudden, persistent increases in spin-down rate seen in the Crab and other pulsars signal violent crust activity that changes the magnetic field configuration and increases the spin down torque.
