We propose to observe 14 nearby stars with low proper motions using Gemini South and the Phoenix spectrograph, to obtain kilometer-precision radial velocities. The 14 stars constitute the first results of a new photometric survey for nearby stars. Many of them are apparently young, and nearly all of them have proper motions less than the 0.18"/yr rate "of interest" adopted by most proper motion searches. Obtaining radial velocities for these targets will complement astrometric observations on the CTIO 0.9m that are providing accurate trigonometric parallaxes and proper motions, and will thus complete our kinematic studies of these stars. Complete kinematic information will allow us to determine the true space motions of these stars, their possible cluster memberships, and begin to answer questions about a previously neglected population of nearby stars - those with low proper motions.
