A new method is developed to improve a fundamental star catalog by simultaneously estimating the positions and proper motions of astrolabe stars, the daily values of time, latitude and corrections to zenith distance, and the effects of color and magnitude. The method is much simpler but more precise than the conventional method. In particular, the new method does not have a bias caused by missed observations and requires only six constraints among the star positions and the time, latitude, and zenith distance variations inherent to astrolabe observations. In addition, the method can easily be extended to directly combine the data from two or more astrolabes. This extension makes it possible to determine absolute declinations. The new method is applied for improving the FK 4 by analyzing the data from 1962 to 1984 of a Danjon astrolabe at Mizusawa. Mean errors of the estimated zenith distance corrections and their proper motions are 15 mas/yr and 3 mas/yr, respectively, for the best-determined stars.
