A theory for a comet dust mantle based on diffusive gas transport with a mean free path set by the minimum grain radius is outlined. Numerical models, for evolutions representing comets Kopff and Halley are presented. The formation of the mantle is modeled in terms of grain trapping. Gas production is very efficiently quenched and consequently the mantle evolution is governed by the heat flow in the icy core. A wide variety of possible behaviors appears for both comets. Due to rapid surface recession very low temperatures may occur at shallow depth near perihelion in the absence of a mantle. Due to difficulties with the model of mantle formation, as to outgassing, a different picture where the mantle develops gradually in local patches is suggested.
