Small-scale anisotropy of the relic radiation temperature in the neutrino universe is studied. Consideration is given to the following models: (1) a model of thermodynamic neutrinos with a particle-antiparticle concentration of 109/cu cm, and (2) a model of nonthermodynamic neutrinos, in which the current relative concentration diminishes because of the build-up of radiation entropy during 10-1000 s which is caused by nonstable lepton decay. It is shown that, for a 'flat' spectrum of initial metric perturbations, the relic radiation anisotropy minimum is achieved in the nonthermodynamic neutrino model and is equal to 0.000028 for m(nu) greater than 150 eV.
