The use of high resolution spectral line observations at millimeter and submillimeter wavelengths to determine the structure, kinematics and composition of molecular clouds is considered. Three key issues are addressed: small scale structure, the search for 'protostars' and 'protostellar disks', and the kinematics and dynamics of outflows from young stars. Thanks to telescopes such as the IRAM MRT, JCMT and CSO, submm spectral line observations at frequencies up to 500 GHz, and resolutions of 10 to 20 arcsec can be routinely made. For the three areas it is already apparent that still higher resolution is required. Targets for a possible space based interferometer, of unspecified resolution or collecting area are reviewed. Since such an instrument has not yet been flown, it is rather difficult to know what it will see, however, the sorts of science it might do, as informed by ground based observations at lower frequencies, by fleeting glimpses at low resolution from the KAO, and by current theoretical ideas, are described. For the benefit of non-millimeter wave astronomers a brief review of the observational basics concerning which lines should be observed and why, and the luminosity which they could be expected to have, is given.
