New conditions are imposed on light element synthesis in Planck fireballs, namely, maximum possible efficiency of the breakup process, electrically neutral breakup assembly of particles, and equal representation of the up, down, and strange quarks. It is concluded that matter originates as Planck fireballs, that the light elements are largely synthesized during the decays of Planck particles, and that the process of origin of matter continues in the modern universe, giving rise to high-energy astrophysical phenomena.
