Variation of the total emission line flux from an ensemble of broad emission line region clouds is related to variations in the ionizing continuum by a "transfer function". The transfer function depends on the three dimensional distribution of the clouds and the angular distribution of the ionizing radiation. A simple method is presented for recovering the transfer function from sparse irregularly sampled observations and evaluating the uncertainties in the result. The method is applied to observations of the continua and emission lines in 3C 273. It is shown that either the distribution of the clouds or of the ionizing radiation, or of both, cannot be isotropic. This results in the size of the broad line region being incorrectly estimated by cross-correlations method and explains the deviation of 3C 273 from the mass-luminosity relationship found by Koratkar and Gaskell (1991, ApJ, 370, L61).
