We propose that topological defects coupled to scalar curvature can generate angular momentum perturbations in the early universe, and in turn the vortices generate cosmic seed magnetic fields during radiation era. For global monopoles, we obtain B =~ 0.025 G at T = 1 keV. If the present galactic magnetic field is given by B_g =~ 10(4) B_* exp Gamma t, this corresponds to B_* =~ 1.4times 10(-15) G. If we assume that the growth period of the galactic dynamo is 10(10) years, B_g =~ 3times 10(-6) G requires the growth rate to be Gamma ~ 0.5/(5times 10(8) years).
