We have previously described the development of a software system for the reduction and analysis of the Palomar-ST ScI Digital Sky Survey (see B.A.A.S. 23, no.4, 1434 and B.A.A.S. 24, no.2, 741 and 750. The current system, SKICAT, implements the full spectrum of pipeline processes from raw pixel measurement, to object classification, to the photometric matching of multiple plate images. The system also provides a variety of tools for the interactive querying and analysis of object catalogs. As a first test and scientific application of the system, we have measured the differential number counts of galaxies as a function of magnitude across a four plate region ( ~ 125 square degrees). All four fields have been catalogued in the blue (IIIa-J), while two are also measured in the red (IIIa-F). Eleven CCD sequences in the g and r passbands, in addition to the plate overlaps, were used to uniformly calibrate the magnitudes over the range 16 < r < 20, within which we are over 90% complete. We also performed extensive tests to assure the accuracy of automatic galaxy classifications over this magnitude range. We describe the potential pitfalls in achieving consistent photometric calibration within and between photographic plates and compare our measurement methods to those of recent automated Schmidt surveys. The blue APM Survey of 4300 square degrees in the South Galactic Cap implies dramatic evolution of galaxies at low redshift. We present our blue galaxy counts and g_J - r_F colors in the context of these measurements and standard galaxy evolution models.
