The Stratospheric Terahertz Observatory (STO) is a soon to be flown long duration balloon experiment to measure [NII] and [CII] over a broad area of the galactic plane. While the Herschel Inner Galaxy Gas Survey (HIGGS) is an approved Herschel Key Project to use the HIFI and PACS instruments to observe [CII], [NII], [OI], [OIII], and high-J CO emission lines in focussed regions near the Galactic Center. Using a combination of the data from these two projects we plan to open a window into the dynamics of molecular clouds that can be used as a template for other galaxies observable with ALMA. We'll discuss the data that both of these projects will collect along with the synergies between them.
