Low to intermediate redshift galaxies selected via quasar absorption lines hold tremendous untapped potential for providing observational constraints on scenarios and models of galaxy evolution, and in particular, on the details of the role of gas in galaxy evolution and the galaxy/IGM interface. We are now realizing this potential using our unprecedented highly detailed quantitative data set of both the galaxies and their extended gaseous halos seen in absorption. We have in hand fully analyzed WFPC-2/HST images of 38 Mg II absorption selected galaxies and HIRES/Keck and/or UVES/VLT quasar spectra of the Mg II absorption. All that remains to complete our requisite data set are high quality spectra of the galaxies. We propose to obtain ESI/Keck echellette spectra of 10/38 of our Mg II absorption selected galaxies in order to measure their rotation curves with a resolution of ~ 11 km/s. Our efficient observational plan requires only one night and will yield data for absorbing-gas/galaxy comparative kinematic analysis. Only six galaxy- Mg II absorber pairs have been studied at the proposed level of detail. Our proposed observations will triple the sample; furthermore, we include the first study of galaxy pairs associated with absorption at z~0.5. In the long run, we plan to study all 38 of our galaxies. The proposed data will provide vital clues toward the long-standing question as to what processes drive the formation of extended gas halos around galaxies, how they are sustained, and how they are enriched by metals.
