The interstellar extinction curve is accurately fitted with a simple composite model for interstellar grains consisting of small graphite and silicate grains (0.01-0.03 microns radius), and larger (about 0.1 microns radius) amorphous carbon and silicate grains as implied by the studies of late-type stars with circumstellar dust shells. The model is consistent with the far-infrared spectra of hot-centered clouds associated with newly formed massive stars. The model suggests that essentially all the silicon and 35 percent of interstellar carbon is locked up in grains, and that the emission from interstellar dust will have a dominant effect on surveys and 0.1- to 1.0-mm wavelength range background studies. A 0.8 MJy/sr upper limit on the Galactic polar cap interstellar dust contribution to the 100-micron background intensity leaves a 5-6 MJy/sr residual background unaccounted for by interplanetary or interstellar dust.
