The authors analyse photometric observations of the symbiotic star V1016 Cyg made in 1978 - 1984 and conclude therefrom that in summer 1983 around the cool component of the system a dust envelope formed, with the optical depth, the inner-boundary temperature, and the internal radius being respectively ≥2.5, 1200K, and 1×1014cm. The mean velocity of expansion of the envelope is ≡60 km/s, the mean dust mass in it is ≡4×10-7M_sun;. The analysis of optical properties of dust particles in the "stationary" envelope surrounding the cool component in the system V1016 Cyg showed that this envelope probably consists of purely silicate particles. The V1016 Cyg distance, estimated by the J magnitude of the cool component in the middle phase of its variability, is ≡2.8 kpc. The nature of the hot component of V1016 Cyg is discussed.
