A model based on the lower hybrid instability is used in calculations of the critical velocity of plasma flow-triggered anomalous ionization of a neutral gas, where a strong dependence on plasma and gas parameters defines the instability development of the ionized beam in the counter-streaming plasma. The possible role which may be played by the critical ionization mechanism in the case of Halley's comet is considered. The fulfillment of both the Townsend self-sustained beam plasma discharge and Alfven (1960) conditions for the critical velocity mechanism indicates that the mechanism may operate only within 10,000 km from the cometary nucleus, and give an ion production rate similar to that observed in the case of the Kohoutek comet.
