Milagro is a TeV gamma-ray observatory whose all-sky capability and high duty cycle make it an excellent tool for studying transient phenomena such as GRBs. In this paper we calculate Milagro's sensitivity to GRBs including the possible effects of attenuation due to the scattering of TeV photons by the intergalactic infrared (IR) background. Using a model for the energy dependence of the attenuation, we show that lowering Milagro's energy threshold increases the detector's viewing range allowing the detection of more GRBs. .
