The power law form of pulsar spectra is derived based on observational data on micropulses and the quasi-steady time dependence of the magnetosphere. The formalism takes the coherent nature of the emission into account without reference to any specific emission mechanism, since it is based on a macroscopic description of an arbitrary distribution of the electric current. The values of -1, -5/3, -3 or -11/3 that can be assumed by the spectral index, together with the high-frequency break and the low-frequency turnover of the spectrum, are features of the radiation from a randomly fluctuating electric current, whose distribution on the large scale has a rotating pattern. Correlations between these features and others of a quasi-steady magnetosphere are discussed.
