Some implications of the data collected in a computer-based catalogue of open cluster parameters for the model of galactic structure and evolution are studied. The collection of data on age, metallicity, distances and interstellar extinction values, diameters, masses and radial velocities is discussed, and the characteristics of open clusters are assessed, including longevity, the age dependence of metallicity, density, and linear diameter, and the membership of stars in clusters of varying ages. Variations of cluster parameters with distance from the galactic plane and with galactocentric radius are discussed, an extinction model suggested by reddening observations of open clusters is proposed, and a two-dimensional structure in the galactic disk is presented.
