The paper attempts a definition of the notions of an 'intelligent' system and 'civilization' in order to provide a theoretical cornerstone to the question of communication with extraterrestrial intelligence. An individual is regarded as a finite automaton with limited lifetime, finite depth of memory, ability to reproduce, and non-fixed set of actions. The reactions of the medium in which the automaton is placed are termed favorable or unfavorable as they favor or prevent self-preservation and self-reproduction. The data of the expedience of each action constitute the experience of an individual. A set of individuals united in the purpose of self-preservation and self-reproduction constitute a system. A system with potential capacity of infinite accumulation of experience is 'intelligent', and if it is realizing this potential, it is a 'civilization'. The process of transmission of experience is modeled. The possibility of communication between systems or civilizations would depend on the degree of commonality in their sets of actions and their 'dismemberment' of the medium.
