Solar activity data are reviewed for the period 1967-1976, with special emphasis on solar-flare proton data for the activity-minimum period of 1975-1976. It is shown that the relative number of proton events (the ratio of the number of flares, accompanied by proton injection into the interplanetary medium to the total number of recorded flares) increases in quiet years, and that the difference in the rigidity of proton spectra recorded at the beginning of an event and in the maximum decreases in quiet years. This is explained by the significant dependence of the structure and strength of the solar magnetic fields and the state of the interplanetary medium on the solar cycle period.
