Calculations are made of the spectra of ultrahard gamma rays generated near the light cylinder during the Compton backscattering of relativistic electrons by the thermal-emission photons of a neutron star. Crab and Vela pulsar data are examined, and a correlation between gamma-ray bursts and bursts in the soft X-ray region at E(x) = 1 keV is predicted.
