A theory is proposed for the correlation between radio continuum and thermal FIR radiation for normal spiral galaxies. Results from sample data are used to demonstrate the correlation. In addition, other global parameters of galaxies are studied, including optical luminosity, CO luminosity, and radio spectral index. The results suggest that there is a turning point above which most of the electrons will be trapped in the galaxies. At this point the slope of the correlation will become unity.
