The properties of Alfven turbulence are estimated by means of an analysis of a turbulent plasma in which mutual collisions lead to the decay of naturally excited Alfven vortices. Scaling relationships are developed to relate the electric field potential, the parallel vector potential component, density perturbation, and ion pressure. The Alfven vortex-turbulence spectrum developed in this paper is of value for guidance in space experiments and for studying the transport of charged particles in the upper ionosphere.
