Factors related and unrelated to lunar astronomy are set forth in an argument for the establishment of planning and facilities development for lunar-based astronomy. The moon is both an important site for permanent occupation following the similar use of a space station and for exploration and exploitation with potential economic returns. In terms of astronomy, the moon provides an ideal environment for observations in the UV, IR, and optical bands. A comparison of evolutionary and revolutionary approaches to developing lunar observatories is given, and the use of smaller instruments is emphasized which guarantees valuable results at a lower cost. The smaller instruments can then be applied to the subsequent development of a lunar observatory with high capability.
