The inherent problems of observing planetary magnetospheres and upper atmospheres as well as some remedies are reviewed with special mention given to UV spectroscopy from a lunar base. The spatially diffuse UV-line emissions from the Voyager UVS experiment are discussed because the lines are perplexing; they are confined to the sunlit portions of the planetary atmospheres, and the excitation mechanism is poorly understood. Similar phenomena which require further study include the Io plasma torus and the auroral emissions from Ly-alpha and H2 on the outer-gas giant planets. Progress in understanding the phenomena is expected from the development of the Hopkins Ultraviolet Telescope, the Extreme Ultraviolet Explorer, and the Space Telescope Imaging Spectrograph. The IUE and the instruments on the Voyagers 1 and 2 are found to have a limited dynamic range and poor spectral resolution, respectively. It is concluded that instruments should be developed with greater sensitivity and spectral and spatial resolution in the UV band.
