In this paper, the existence of solar cycle variations in the rotation rate is investigated by dividing a 26-yr synoptic data base into 21 consecutive time windows and determining the sun's rotation rate in the 30 latitude zones by a power spectrum analysis. The pattern phase velocity is found to be time-invariant within time limits set by small, apparently random fluctuations around the previously determined quasi-rigid rotation law. The results support the view that flux storage inside the sun occurs primarily near the bottom of the convection zone and that the surface magnetic field pattern is replenished from the interior sources over a time scale that is shorter than 27 days but longer than a few days.
