Observations of the H 166-alpha, H 110-alpha, and H 76-alpha
recombination lines from M82 are used to show that the observed line
emission is predominantly stimulated. It is argued that the recently
detected H102-alpha line from NGC 253 may also be due primarily to
stimulation by nonthermal background radiation.
