The goals of the HEAO program are outlined, and the HEAO-A spacecraft is described. Attention is given to the HEAO-A mission objectives, large-area X-ray survey experiment, cosmic X-ray experiment, scanning modulation collimator experiment, and hard X-ray and low-energy gamma-ray instruments. Planned observations of quasars and pulsars are discussed along with a proposed search for X-ray emission from black holes.
