A new method of systematic evaluation of models of pulsar period evolution based on a complete observational sample was applied to the existing incomplete sample. It was shown that the simple deceleration law for the rate of change of period is not compatible with the assumption of stationarity and pulsar 'death' at large periods if the breaking index n is greater than 2. Models with n lower than 2, with n greater than 2.5, and torque decay on a time scale of 1 Myr are consistent with the data; it is also possible that the beaming function decreases by a factor of 5 as a pulsar slows down. A new method of deriving a rigorous lower limit to the creation of pulsars within the sample indicates that most pulsars appear to be born with large values of P-prime.
