Within the fundamental framework of the hot big bang model of the Universe, the author investigates the question of how and when discrete structures, such as galaxies, first appear in such a world model. A dynamical description of isotropic world models is first given, and the concepts of the density parameter, Omega, which is the ratio of the mean density of matter in the Universe to a reference critical density, the Hubble constant, and the scale factor R, are explained. A time scale for the expansion of the Universe of about 20 billion years is determined, which leads to the epoch of galaxy formation. The possibility of galaxy formation at this point is examined in terms of the Jeans gravitational instability criterion and the necessary existence of some initial perturbation of sufficient strength to lead to galaxy formation. Possible forms of experimental evidence on the epoch of galaxy formation are suggested.
