It is pointed out that the object reported by Taylor and Hulse (1974) is the first pulsar which shows reliable evidence of binary motion. The data concerning the pulsar are sufficiently restrictive to lead to a nearly unique model. The nature of the secondary star is considered along with questions of system evolution and mass transfer. Observational programs are proposed for supplementing the theoretical analysis conducted.
