Evidence is reported for a population of galaxies distributed homogeneously on scales not greater than 20 Mpc, which was obtained accidentally during the compilation of a catalog of small groups of galaxies. Two populations were observed: those with a nearest neighbor closer than 45 min (associated galaxies) and those with a nearest neighbor farther away (single galaxies). Stereographic maps of the two populations are presented, and it is found that the covariance function of associated galaxies shows a power-law dependence while that of single galaxies is small and nearly constant out to at least 15 deg. Results are given on magnitude counts, mean radial velocities for galaxies fainter than 10th magnitude, and the percentage of ellipticals. Hypotheses are advanced as to the cause of this phenomenon, and the implications for cosmology and the structure of the universe are discussed.
