The possibility is considered of solving the problem of galactic rotation in the framework of Ambartsumian's (1958) cosmogony. According to this hypothesis, superdense protogalactic matter existed in the form of superheavy hadrons with very large spin, and galaxies were formed as a result of the decay of these particles and the further evolution of their fragments. Based on results of the strong-interaction theory, a relationship is established between the spin and mass of the superheavy hadrons. This relationship is used to derive further relationships between the rotation and mass of spiral, elliptical, irregular, and compact galaxies as well as clusters of galaxies. The results are compared with observational evidence, and it is concluded that Ambartsumian's hypothesis is physically realistic.
