The paper examines the four-wave decay of two interacting photons of a high-power radio wave into two short-wave plasmons (upper hybrid and Berstein), leading to the generation of plasma waves with a frequency omega that exceeds the pump wave frequency omega sub 0. It is shown that the generation of these waves is most efficient in the vicinity of multiple electron gyroresonance under conditions when the value of the omega - omega sub 0 detuning and the deviation of omega sub 0 from the multiple gyroresonance is close to the lower hybrid resonance frequency. The results are pertinent to the study of the effect of a high-power radio wave on the ionospheric plasma, accompanied by the excitation of artificial radio emission.
