The Hipparcos observing program is dedicated to the precise measurements of the positions, distances, and spatial motions of the stars in the Galactic region surrounding the earth. This paper describes the assembling of the Hipparcos Input Catalogue and presents the sky distributions of stars finally retained for observation by the satellite. A comparison between the Input-Catalogue positions (obtained from on-ground observations) with the results of the Hipparcos star mappers shows the actual errors on the Input Catalogue positions, due to the fact that the star-mapper observations are of much higher precision compared with those obtainable from the ground. However, although the Input Catalogue is not perfect, it served as a perfect tool for operating the Hipparcos satellite with optimum efficiency.
