Using comprehensive CCD BVRCIC photometry a sample of OB stars in M31 was obtained containing 2100 individual estimates of the extinction AV. An extinction map with 90 arcsec resolution was constructed under different conditions which influence the smoothed distribution of AV. This map is compared with the 'Hires' maps, the ISO map at 175 micron, Westerbork HI data and an H2 map based on the IRAM CO(1-0)-line survey (Guélin, this volume) at the same resolution. No (anti-)correlations between extinction and dust emission or between extinction and gas density in M31 were found. Weak correlations exist between radially averaged extinction and radially averaged emission of the hot dust at 12 micron. At 175 micron (cold dust) a positive correlation with AV up to 20 MJy/Sr is followed by an anti-correlation because only the stars near the surface of the dust arms have been detected. Out to a radius of ~ 50 arcmin radially averaged extinction and gas density are anti-correlated. The gas-to-dust ratio N(HI+2H2)/2AV = 2.1+/-0.6 at cm-2 mag-1 in the star formation ring (35 arcmin < r < 70 arcmin). In the inner disk (5 arcmin < r < 35 arcmin) N(HI+2H2)/2AV = 0.5+/-0.2 at cm-2 mag-1, which implies a possible concentration of cold gas and dust so far undetected.
