Deep BV RI CCD photometry using different telescope/detector combinations is presented for the cluster NGC 6528 which is shown to have high metal content for Galactic globular clusters. The reduction and calibration techniques are described with attention given to the analysis of internal photometric errors. The cluster is located in the Baade window at 7.5 kpc from the sun as indicated by the horizontal branch magnitude level. The average reddening and differential reddening are found to be 0.55 and 0.33 respectively, and the color-magnitude diagramis found to have a curved giant branch in the V vs (V-I) diagram. This and other features are indicative of a high-metallicity cluster in the bulge population which is similar to the previously reported NGC 6553. The present object is considered to be less affected by contamination from the young main-sequence disk population than the NGC 6553.
