A method of proof for a new conjecture concerning the properties of gravitational radiation is proposed and numerous cases are indicated. It is maintained that for a spacelike hypersurface with an arbitrary distribution of linearized gravitons and matter, satisfying the positive energy condition, the number of expected instances in which a graviton is absorbed by or is scatered inelastically from the matter within any future time is always less than the expected number of gravitons in the initial state (except for a set of initial configurations of measure zero). In the event that this is true, it will be impossible for any system with gravitational radiation to reach thermal equilibrium in a finite time, ultraviolet catastrophe will not occur for gravitational radiation, it will be impossible to accurately measure the quantum state of the linearized gravitational field, and it will be impossible to construct a gravitational wave laser.
