Stochastic transport theory is applied to the solution of the problem of the propagation of a pulsar signal in a turbulent interstellar plasma. Results of the theory are used to predict the amplitude fluctuations of pulsar radiation and the frequency correlation of the signal. Theoretical results are compared with a few available experimental results and are used to determine the mean scale of turbulence.
