The second-stage gravitational accumulation of planetesimals and their fragments in the protoplanetary cloud is examined, emphasizing the random velocities of planetesimals in the protoplanetary swarm and their aggregation into planets. It is found that the mean random velocity of the planetesimals should be at least an order of magnitude smaller than previously assumed. A modification of Shmidt's (1945) concept of planetary feeding zones is considered. It is suggested that the embryos of Uranus and Neptune might have been formed in just one million years, which negates the requirement of a massive protoplanetary cloud.
