The paper reports on some measurements of electrons with energy greater than about 1 MeV and protons with energy greater than about 70 MeV carried out by the Molniya-1 satellite, a quasi-synchronous satellite whose apogee reaches into the outer radiation belt and whose perigee crosses the region of unclosed drift shells. The recorded intensity was independent of altitude in the range 500-1000 km for fixed L. The shape of the distribution recorded in the electron channel is similar to the distribution in the belt with maximum at about L = 4. This suggests pitch-angle diffusion of electrons in the outer belt. Analysis of the ratio of intensity in the radiation belt to intensity in the region of unclosed drift shells for fixed L-value at different times and geomagnetic conditions showed no correlation of this ratio with the 10-day smoothed Kp index.
