The paper discusses the advantages and research goals of an ultraviolet spectra observation program in which the telescopes are located outside the earth's atmosphere. Ground-based observations are hampered by atmospheric absorption of some wavelengths and by the atmospheric disturbances referred to as 'seeing', while observations from space will extend into previously unavailable wavelengths, and will provide information on the evolution of the sun and other stars. Past experiments involving rocket-borne or balloon-borne telescopes are considered.
